What is the Patrick Leahy Bulletproof Vest Partnership (BVP) Program?

The BVP Program

The Patrick Leahy Bulletproof Vest Partnership (BVP) Program is a federal initiative that helps protect law enforcement officers by reimbursing states, local governments, and federally recognized Indian tribes for up to 50 percent of the cost of body armor vests.

Since 1999, more than 13,000 jurisdictions have participated in the program, receiving over $573 million in federal funding for the purchase of more than 1.5 million body armor vests. By reducing the financial burden of acquiring this lifesaving equipment, the BVP Program ensures that officers across the country have access to the protection they need to serve their communities safely
